Parkleigh is the first neighbourhood in Seven Mills, the new town in Dublin 22. Nestled on the Grand Canal between Lucan and Clondalkin this vibrant community is just 13 km from the city centre and designed to be convenient and connected. 25 three-bedroom houses were offered for sale by South Dublin County Council under an affordable dwelling purchase arrangement.  These homes are, subject to exceptions, being made available for first-time buyers only.

The homes will be sold for a price that is lower than the market value. The affordable purchase price to be paid will be linked to applicant(s) income (and savings where relevant) and mortgage capacity. The indicative minimum and maximum price payable will be based on the property price as follows:

The homes will be sold to eligible applicants who can demonstrate that they have the purchasing capacity between the minimum and maximum purchase prices. Your purchasing capacity is calculated as the combined total of:

  • Maximum mortgage capacity, i.e., 4 times gross household income, plus,
  • A minimum deposit of 10% of the affordable purchase price (which can include support from the Help to Buy scheme), plus,
  • Relevant savings, i.e., any savings in excess of the combined sum of the required deposit amount plus €30,000.

Purchasers will enter an Affordable Dwelling Purchase Arrangement (ADPA) with South Dublin County Council whereby the Council will take an equity in the dwelling equal to the difference between the market value of the dwelling and the price paid by the purchaser expressed as a percentage of the market value of the property. The Council’s equity share in the property may subsequently be redeemed by making payments to the Council.

Eligibility for this scheme will be on the following basis in accordance with the Scheme of Priority for Affordable Dwelling Purchase Arrangements:

  • Applicants must have two or more people in their household
  • The date and time of the application
  • Applicants must be, subject to certain exceptions, first-time buyers
  • Typical applicant household gross income must be €92,981 or less (see indicative income limits depending on property prices below):

In addition, a minimum of 30% of these homes will only be available to applicants who are or have been living in the South Dublin administrative area for a minimum of five years.

Applicants must register on the Council’s Housing Online (HOL) system before applying (see https://www.sdcc.ie/en/services/housing/housing-online/ for more details).  The HOL system is now open for new registrations from affordable housing applicants. Please note that this is not an application.

The portal for online applications for Affordable Purchase Housing at Parkleigh, Seven Mills  closed at 4pm on Friday 15th December 2023. Applications will now be reviewed and applicants will be notified in writing in the coming weeks to advise if their application has been deemed eligible or ineligible.
