Non Principal Private Residence Charge

This charge was in place from 2009 – 2013. It was a charge on a property you owned but did not reside in. All information regarding liability for the charge, dates and amounts due can be found on www.nppr.ie
If you have paid all outstanding charges and require a Certificate of Discharge, please email dcu@sdublincoco.ie with your NPPR Account Reference Code, the address of the property you require the certificate for and the contact address you wish the certificate to be posted to. Original hard copy certificates can only be issued once so please ensure the address is correct. If you want us to also email a soft copy when the certificate is processed, please advise. If you do not have access to email, please send a letter to Debt Collection Unit, Finance Department, South Dublin County Council, County Hall, Tallaght, Dublin 24 and include the above information. 
If you were not liable for the NPPR charge and require a Letter of Exemption, please complete and return the below Statutory Declaration form. This form needs to be witnessed by a practicing solicitor, Peace Commissioner or Commissioner for Oaths.
Certificates of Discharge and Letters of Exemption currently issue within approx. 2 weeks of receipt of the request. Please allow enough time before close of sale as requests are dealt with on a first come first served basis.
Please be advised that we only issue Letters of Exemption under Section 4 of the Household Charges Act 2009, as required under Section 10 of the Household Charges Act 2011. These exemptions are listed on the NPPR website. We cannot issue Letters of Exemption for circumstances outside of Section 4 ie; RAS, uninhabitable, trading stock. The Local Authority can only issue a Letter of Exemption since the date of the last sale of the property. 
If you have an outstanding NPPR liability which you have not paid and need to discuss a payment plan, please contact the Debt Collection Unit at 01 4149000 or dcu@sdublincoco.ie Before requesting a payment plan, please ensure that you have registered the property on the NPPR website and have declared the years that you are liable for. We will need your NPPR Account Reference Code to set up the arrangement. Please note that if you are selling your property and require a Certificate of Discharge, we cannot put a payment plan in place as all charges must be paid in full to obtain a certificate.
