Development Contributions
Sub-section (1) of Section 48 of the Planning and Development Act, 2000 (as amended) enables a planning authority, when granting a planning permission under Section 34 of the Act, to include conditions requiring the payment of a contribution. This contribution is in respect of public infrastructure and facilities benefiting development in the area of the planning authority and that is provided, or that is intended will be provided, by or on behalf of the local authority (regardless of other sources of funding for the infrastructure and facilities). Section 48 also requires that the basis for the determination of a contribution shall be set out in a development contribution scheme made under the section. A scheme may make provision for payment of different contributions in respect of different classes or descriptions of development and due to decreases/increases in prices, shall allow for annual updates during the life of the scheme.

Full details of the Development Contributions Scheme 2026-2028 are available below or at the Planning Department, County Hall, Tallaght, Dublin 24, in all South Dublin County Council Public Libraries and in the Clondalkin Civic Centre, Ninth Lock Road, Clondalkin, Dublin 22.
South Dublin County Council is legally required to have a Development Contribution Scheme to allow conditions to planning permissions that require the payment of a financial contribution. These contributions are used to fund or part-fund public infrastructure and facilities that benefit private developments within the Council’s area and which are provided by, or on behalf of, the County Council.
The new scheme outlines the circumstances where no contribution, or a reduced contribution, will apply. These include several new sustainable development initiatives, such as the reuse of upper floors, surface water permeability measures, and the redevelopment of vacant or derelict properties in line with the respective grant schemes under Croí Cónaithe.
The scheme also provides an important mechanism for applying financial contributions to planning permissions in place of the direct provision of public open spaces and community facilities.
