Improving Your Estate

South Dublin County Council is committed to our mission to ‘Make our county the best possible place in which to live, work and do business’. The Estate Management section works with community groups on a range of initiatives to help improve council estates across the county. More information on the work Estate Management undertakes and how to get involved is below. 

Estate improvements in Council estates

The Council will provide assistance and advice to Resident Groups on estate improvements in Council estates, such as the creation of community gardens. If you wish to discuss any estate improvements in your council estate please contact Estate Management on 01-414 9000 or email cccounter@sdublincoco.ie.

Offer support to cleaning up your estate

The Council may assist in the provision of supplies to Resident Groups, such as cleaning tools, and waste disposal support for approved estate initiatives. If you wish to organise this type of event, please contact Estate Management on 01-414 9000 or email cccounter@sdublincoco.ie

New Tenants

Estate Offices will meet with all new tenants to welcome them and make them aware of community facilities in the area they will be living. A tenancy pack will be provided which will explain their tenancy obligations, issues/advice in respect of maintenance of their dwelling including useful contact numbers. The Tenancy Pack is available to download at the bottom of this page.

Resident Groups in Council estates

The Council tries to encourage the involvement of resident groups in the management of their council estates. The Council’s Community Department will assist in the setup of new residents groups in conjunction with the Estate Management Section. Assistance in relation to funding, insurance and advice to all active residents groups is also provided by the Community Department & Estate Management Section. Liaison on behalf of residents with the Council in relation to a large range of issues

The Estate management officer for your Council Estate, where appropriate will provide support and advice to residents on Council issues that may arise within their Estates.

If you are not a resident or a member of a Resident’s Group in a Council estate, please see  Social Credits Scheme for further information on the Social Credit's Scheme (SCS). The SCS rewards community groups who improve their environment by carrying out pro-environmental actions such as community cleanups, maintenance of community gardens, graffiti removal and weeding of footpaths.

Allocations Support Unit - Estate Management

The aim of the Allocations Support Unit is to assist residents and other agencies such as An Garda Síochána in creating and sustaining a safe and peaceful living environment for the community of South Dublin County Council by actively tackling anti-social behaviour through prevention, enforcement, support and rehabilitation.

It should be noted that in the first instance all incidents of anti-social behaviour should be reported to An Garda Síochána.  The Council will investigate incidents of anti-social behaviour that are in breach of Tenant’s Tenancy Agreement.

What is Anti-social Behaviour?

Anti-social behaviour is behaviour that causes upset, stress, concern and disquiet to residents in vicinity of the behaviour. 

Specified acts of anti-social behaviour are dealt with under Section 7 Housing (Miscellaneous Provisions) Act 2014.
Other breaches by tenants of their tenancy agreement which is not a specified term under Section 7 are dealt with under Section 9 Housing (Miscellaneous Provisions) Act 2014.
Anti-Social Behaviour is defined by South Dublin County Council under the following three categories:

Category A- Drug Activity:
The manufacture, production, preparation, importation, exportation, sale, supply, possession for the purpose of sale or supply, or distribution of a controlled drug.

Category B- Non-Drug Related Criminal Activity:
Includes: joyriding, violence/harassment/intimidation, racism, vandalism, selling alcohol.

Category C- Other:
Includes: squatters/illegal occupiers, noise/disturbance, children nuisance, pet/animal nuisance, physical condition of property.

A legal definition of Anti-Social Behaviour can be found in the Housing (Miscellaneous Provisions) Act 2014, section 19.

What to do if you are a victim of Anti-Social Behaviour(ASB)

What happens after I submit an Anti-Social incident report form or submit an Anti-Social complaint?

  1. The address of the alleged offender will be verified and if the address is a Council dwelling, the incident will be categorised.
  2. It will be assigned to an ASU Officer who will review the incident report and determine the action needed. The action will likely be one of the following; to make a house call to the accused (minor issues), to refer it to another section or agency, to proceed to further investigation.
  3. If they proceed to further investigation, they make contact with the accused via phone call, house call or interview at County hall.
  4. The ASU Officer will then determine what further action is required. Possible actions include Rehabilitation, Support or Enforcement.
    a. Rehabilitation- may include linking with agencies such as Gardai, mediation services*, probation services.
    b. Support- may include developing links with the relevant agencies and internal supports such as Housing Welfare, Community or Homeless Services.
    c. Enforcement- A verbal warning would be issued to the accused
  5. If a verbal warning is issued and further valid complaints are received, a written warning will be issued. If continued valid complaints are received an official tenancy warning will be issued under section 7 of the Housing (Miscellaneous Provisions) Act 2014. The accused has the right to appeal internally in the first instance and can seek to give oral evidence in the appeal.   6. If further valid complaints are received after the tenancy warning has been issued the Council may take legal proceedings and apply to the district Court for a possession order under section 12 of the Housing (Miscellaneous Provisions) Act 2014.   7. If the possession order is granted, the accused may be evicted from their Council House.

* Mediation Services- the Mediation Bureau is used by the Estate Management Unit as a tool, where appropriate, to prevent the escalation of neighbour disputes within the Local Authority Housing Estates. Mediation is a way of dealing with conflict where neighbour disputes may start off small but can escalate.   Early intervention can be crucial in preventing such escalation.  Mediation and training have positive outcomes for individuals involved and there is a ripple effect into the local communities. 

How long does it take?
The Council will respond to all complaints within 5 working days (serious cases prioritised) and initiate an investigation into all complaints within 10 working days. Thereafter it depends on the action taken.

Confidentiality in the Anti-Social process:
All complaints relating to anti-social activity and breaches of Tenancy Agreements will be dealt with in a confidential manner.

Data Protection in the Anti-Social process:
All investigations are protected under Data Protection and therefore information cannot be given out about any investigation to the complainant or the public.
