The Covenant of Mayors is the world's largest movement for local climate and energy actions. Signatory cities pledge action to support implementation of the EU climate targets and do so through submitting Sustainable Energy and Climate Action Plans (SECAPs) outlining the key actions they plan to undertake.

In October 2019 a SECAP submitted by Codema, Dublin’s Energy Agency, on behalf of Dublin Local Authorities, was initially accepted by the Covenant of Mayors. However, as the current SECAP does not currently address mitigation across the wider Dublin area (outside the Local Authorities’ direct remit/control), the DLA's do not currently meet the new requirements.
