The four key targets outlined in our Climate Action Plan 2024–2029 were developed in alignment with the Climate Action and Low Carbon Development (Amendment) Act 2021 and the National Climate Action Plan.
The four targets are:
- 50% improvement in the Council’s energy efficiency by 2030, when compared to 2009.
- 51% reduction in the Council’s greenhouse gas (GHG) emissions by 2030, when compared to 2018.
- To make Dublin a climate resilient region, by reducing the impacts of future climate change-related events.
- To actively engage and inform our communities on climate action.
Achieving Energy Efficiency
Most recent preliminary figures (April 2026) from the SEAI Monitoring and Reporting (M&R) database relating to our 2025 energy efficiency target indicates a preliminary 45.7% improvement compared to the baseline year.

Reducing Greenhouse Gas Emissions
SDCC is continuing to make steady progress toward its greenhouse gas emissions target. In 2025, it achieved a preliminary reduction of 50.1% (April 2026) in total emissions compared to the baseline year.

Preliminary figures indicate a 16.8% reduction in direct greenhouse gas emissions (from transport and thermal sources) compared to the baseline.

Adaptating to Climate Change
In terms of helping to make Dublin a climate resilient region, the impacts of climate change require taking practical actions to manage risks such as those from flooding. Projects such as Sustainable Urban Drainage Systems (SuDS) and Flood Alleviation Schemes, are helping to protect communities and reduce the risk flooding.
